[Fixed] Bug: the snow data button/icon, for when snow not in the model

Continuing the discussion from Release 3.284 (2 Sep 2020) Beta:

Description of this bug:
For Datasources that don’t modle snow,
(for example Hirlam),
the snow icon (under the map) was previously grayed out.

After the update,
the snow icon gets activated when the Precipitation button is activated.

And after deactivating the the Precipitation button the snow button can be deactivated and activated, but the scale is not changed, and the icon and text in upper left corner of map is not changed (and I see no sno-layer).

@Ohan same for me the greyed out icons can be activated but no data so Grey icons turn white all of them do this
